The brief

Our international rail client’s objective was to partner with recruitment organisations that had an understanding of the UK rail market and how to effectively recruit engineering talent.

Hong Kong was experiencing an overall supply shortage of qualified engineering professionals due to the number of major infrastructure projects being planned. Our client’s new railway projects have resulted in a major demand for skilled people that started in 2009 and will continue until 2015. In view of the shortage of engineering professionals in the local market, the company had been actively exploring resourcing from overseas.

With a potential shortage of supply and substantial demand for scarce skills in future years (particularly in tunnelling, rolling stock and geotechnics), a review of the overseas resourcing strategy was carried out.

The UK was identified as the priority area for recruiting qualified engineers. In view of the project’s requirements, 30 senior qualified engineer positions were targeted to be recruited from overseas.

Positions included:

  • Tunnel construction engineers
  • Signalling construction engineers
  • Programming engineers
  • Geotechnical engineers
  • Rolling stock construction engineers
  • Project safety managers
  • Senior construction safety advisors
  • Contracts engineers

What we did

Resourcing Solutions put together a detailed and effective recruitment plan and timetable to attract UK engineers to our client’s vacancies. The plan included a cost-effective promotion programme for building the client’s corporate brand within the UK and recommended media channels.

Implementation of the recruitment strategy began in July 2012 with the aim of having all positions filled within four months.  We put an internal delivery team together which included an account sponsor backed up by a dedicated resourcing team and marketing support to deliver the client’s objectives.

Candidate attraction tactics included:

  • Targeted email marketing
  • Social media networking
  • Proactive sourcing

The result

Resourcing Solutions was successful in placing a number of senior engineers and managers to deliver high profile rail projects in Hong Kong. We were able to access candidates with the necessary experience, that the client was previously unable to tap into, and we continue to support them with their rail resourcing requirements.
